In the sky overhead, ocean birds called out to one another above the sound of waves lapping against the city walls. Sunshine was plentiful, but gentle between large tufts of clouds. The hum of conversation floated up from open cafés and drink stands where people sat for tea at their leisure. Wrinkled old Selkath stood by stalls laden with brightly-colored fish, corals, sponges and pearls, hawking their wares to unsuspecting tourists while haggling fiercely with locals on the side.

It was into this sunshiney, pleasant day that one of the Chiss consuls descended from her shuttle, dressed in resplendent white and pale gold.

"Welcome to Manaan, ambassador. A pleasure to have you interfering, as always."

"Lieutenant Rocan. A pleasure to have you tailing me, as always."

"Don't heckle me, miss. I'm just in charge of your security. Careful with that!" he shouted over her shoulder. A pair of men hauling one of her trunks down the ramp was holding onto a corner of it for dear life, recovering from nearly falling over. "Really, did you bring your whole house with you?"

"Rocan, much as I enjoy your charming attitude I have no time for it. Besides, what will your superiors think of you arguing with a consul in broad daylight?"

Lieutenant Rocan had the bearing of most Imperials: stern, stiff, and slightly grumpy. With eyes as firey as his hair and a temper to match both, he was as much a blessing as a scourge to the bases he worked undercover in. Aliana knew this firsthand, having completed her rites to Cipher in his unit and put up with his delightful personality on occasion after. He had never liked her - he'd complained about aliens allowed in Intelligence since day one of their meeting, and had been miffed when his swaggering hadn't intimidated her - and despite his incredible abilities, she couldn't help but eventually dislike him.

But a familiar face was a a good thing on a planet so different from their own, which was reason enough to cast aside differences.

"The embassy will have a room for you but it's easy to get to the base if you don't trip over your skirts along the way."

Mostly.

"Good. Did you remember my back-up or were you too busy spitting at the locals?"

"Figured you'd gripe about whatever I picked but I have someone even you won't object to." He pointed across into the base courtyard, where a Chiss was standing around. "Go on, I have more important things to deal with than your intrigue." He ambled off. " Don't go falling from any roofs!" he called in a sing-song voice.

"....Will he never let me live that down?"

She walked into the base casual as she pleased, ignoring the occasional questioning glance of a passing soldier. It wasn't until she reached the Chiss that she noticed...

Huh.

"Well. This is a pleasant surprise."

Turari leaned against one of the pillars of the courtyard, gazing at the centerpiece sculpture with an passive expression on her face. She heard the footsteps behind her first, and confirmed the guest's identity by the glassy reflection on the marble floor as she turns around.

"For once, it is truly both pleasant and a surprise. Welcome to Manaan... Ambassador."

Turari had been on Manaan for a week. Military Intelligence had noted that Kolto Supplies being shipped from Manaan did not match up with the number that the Selkath had sold them. She had been sent as command thought that someone who was an outsider to the entire chain of command would most likely have not been involved with anything illegal.

Unfortunately for the Empire, by the time she was done backtracking freighters that had left Manaan to a landing pad far away from the main city, she was convinced command had made a good call.  The embassy guard held a battalion of marines, and around 3 companies of supply soldiers, and from the look of the landing pad and the supply chain feeding it; at least two of the supply companies are in on the scheme; and a yet unknown amount of the embassy command structures. It seems like Army Command decided to wash their hands of it and let Sith Intelligence run primary on this. She had been ordered to assist the operative they send, but she had not expected them to send this specific one.

She snapped out of her thoughts as her guest came to a halt, perhaps sending a quizzical look at the silence.

"My apologies. I do not think we've properly introduced ourselves. Please call me Turari, ambassador; I'm sure you know my rank already. There is a rather pleasant tapcafé in the neutral concourse... perhaps you would like to join me so I may... explain the Empire's presence on Manaan?"

The ambassador allowed the other woman take her through the clean, light-filled streets toward their destination. Manaan had always been one of her preferred destinations. Lamentably, her presence wasn't often required here. Most of her diplomatic work was conducted with emissaries from the planet or in the dull offices of the embassy on-planet without much time for walking in between. And whatever Intelligence work there was to be done here had its own team dedicated to the planet, usually too busy for anything outside of raking up information until they rotated out.

And thus, her presence here. Apparently assessing a potentially rogue sith was beneath them.

"I wouldn't have expected to see a Chiss on Manaan. How did you come by the post here?"

Turari shakes her head as she walks.

"I get deployed on rotation. I'm here for a few weeks to take care of things after we finish up, and then I get rotated out to elsewhere."

She lets out a small chuckles as the tapcafé they appear to be walking towards reveals itself around the next corner.

"You are right however, Chiss are exceedingly rare out here."

Turari enters the café with Aliana behind her. While her being Chiss earned her nearly the entire café's worth of looks; she merely wore the civilian red and black jacket and jeans that she preferred for everyday use. She noted cheerfully enough that as eyes moved behind her to her companion, they tended to stick.

The waitress seem to hesitate as she offered them two seats in the back, the eyes of the room following them as they proceeded. After they order Turari returns her focus to Aliana, showing an extremely large amount of mirth very carefully being concealed. She puts a datapad on the table, the title being revealed for a second as it flashes Operational Reports as it moved downwards. She then allows herself a nearly imperceptible laugh.

"You seem to be overdressed for a spaceport tapcafé, Ambassador."

The looks of the tapcafé's attendants did nothing if not punctuate the other woman's words. She was used to the staring (as most Chiss had to be), but did the discomfort of improper dress made a stealthy entrance.

This was hidden in one smoothing down of her skirt as she sat. "In my defence, I arrived a hour ahead of schedule. I was supposed to attend two meetings back-to-back after landing." Her eyes flicked to the datapad. Hm...Interesting. "Any recommendations on what to order here?"

So far, things had been going according to plan. One Chiss is a pretty rare sight in the sector. Two would be the talk of the town. She knew back-checking orders would take time, so right now all the traitors had was what they heard from hearsay. By parading around the spaceport with her partner in full dress, she hoped to influence the rumors from inquisitive to ambassadorial. Of course, they'd need to move quick. The rumor would last merely just as long as the bureaucrats in Dromund Kaas got around to sending their identities. A few days, at best then.

"The cakes are good. You'll might need the sugar rush; I think."

Judging by the work she (and probably Turari) would have to put in for the next few days...

"I suspect I will."

When her order for a small cake and a caf were placed, the "ambassador" reclined in her seat with open ears. Her own reputation - or at least the public one - was known as a matter of necessity. Camaraderie of race and loyalty bound them to be open enough, but she knew little of Turari.

"I believe you were going to tell me about our presence here? The embassy is certainly impressive."

And well-fortified. With so much corporate run-around and all the Republic niceties to match, there were never enough personnel.

Turari calmly scans the crowd, most of which have lowered their attention at the pair to mildly curious. She pushes forward the datapad she had on her side of the table towards Aliana.

"MI has found evidence that... we are perhaps not getting our money's worth, as the idiom goes in basic.

There are 3 companies from an 2nd battalion, Esk and Grek; along with Aurek from from the 1st battalion. They all come from the 6th engineering corps. This datapad holds the operation log of the two companies from the 2nd battalion. Why don't you tell me what you think of it?"

Aliana took up the datapad as one would the morning datafeeds, eyes quickly scanning the data, only pausing long enough to make way for the droid delivering her cup of caf and "sugar rush".

"Well well. It looks as though someone has been taking liberties," she finally said, taking up her caf. "And they got more bold as time went by. Hm, you could swear that it's shocking this went on for so long, but everything gets 'lost in translation' until someone gets curious. How long has this been going?"

"About 8 standard galactic months. There was a change in leadership in the embassy around that time. The two companies got different orders than the standard set also, suspiciously enough, around that same time."

She took as sip of her caf on the table as she watched the other read.

"I've received orders that you are to take point in this. This is your specialization, regardless. As such, I'll be under your command for the duration of the operation. I suggest that we do what we planned to do quickly, before the news that we've caught on spreads. "

"Agreed. There's only so much tongue-waggling two Chiss can produce." She speared the little cake with her fork. "And of course, there is the addage of: 'you never bring a Chiss unless it's something serious'. Our targets might be suspicious already." Another look about the room. Nothing out of the ordinary aside from a a few denizens casting them odd looks in a less-than-discreet manner.

"Comforting to know that our novelty hasn't worn off yet," she added softly. "Are you sure you want me to take point? You did most of the footwork before I came here, and I traveled for a different matter initially."

She took a long sip of her caf while glancing at the datapad now on the table. "The landing pad they use is a private one an hours boat ride from the city. That's where I was keeping an eye out; I planned to get in and look for around records in there."

She takes out a keycard from her jacket and puts it down on top of the datapad.. Her eyes return to observe Aliana face, her eyes flashing quickly with interest and curiosity about her new temporary commander."That's your pass to the embassy, including the records room. I've heard you prefer the social approach rather than the Military way of doing things so I suppose another option would be to backtrace things from the embassy itself. It's your call."

Aliana picked up the keycard, turning it over in her fingers. Usually her clearance level as an ambassador and her talent for disappearing quietly made getting around simple enough, but there were trade-offs to that in spite of skill. Little things like visibility and time were always an issue without the proper credentials.

Thus, the small but grateful smile on her lips. "You've just made my day." She tucked the pass into what was sure to be a whole network of pockets in her skirt. "I suggest a partnership rather than a mission with a superior and subordinate in this case. We both obviously have our own specializations and will benefit one another if we work in the way we like. I do have meetings to attend, but they shouldn't take terribly long. There is also the matter of a...rogue element that I have come to investigate. One that I may require your help with." She cast her eyes about, disguising her searching as mild curiosity of the surrounding café-goers. "It's seems you know this city better than I. Perhaps you can escort me back to the embassy once we finish our caf?"

After letting Aliana to finish her cake and caf, Turari pays for the food and walks out of the establishment with Aliana in tow. They finally find their way back to the Imperial embassy after Turari was sure Aliana has seen and memorized most of embassy district. She chuckles to Aliana as she shows her rank and pass to the guard at the door. "Perhaps you'll have time to sight-see after we are done. Your workload is legendary among spies."

Inside the embassy, she takes them to the central courtyard again; before turning to Aliana. "I'm sure you have your ambassadorial duties to get to, and I've taken up too much of your time already. Please, let me know what you want me to do about my assignment, and the one which you may need my help on after your meetings."

The journey back to the embassy was one filled with what would sound like the usual chatter to the ears of a stranger, eyes taking in alley and person. Aliana had a perfectly-mapped radius taking in by the time they arrived back. So much the better, for the trouble she might have to take disappearing later.

At the door she supplied her own credentials, appearing idly interested in the act with most of her attention on her companion. "If by 'legendary' your mean time-consuming, you've got it about right," Aliana replied with a soft laugh. "That seems to be the single most outstanding thing in those who share my career."

She came to a stop beside Turari once they reached the courtyard. "If only I had more time. Though it wasn't wasted in the least; I enjoyed seeing more of the city with such an able guide." Her voice lowered. "I'll send you a rough copy of the directive I was given. It will give you an idea of what we're after, but the investigation will be up to us. I'll siphon you any information I happen to find between those meetings. In the mean time, investigate what you can nearby."

The embassy, so peaceful-looking on the outside, was positively buzzing with activity on the inside. Trade agreements on Manaan required that both the Republic and the Empire attend biannual reviews of production to iron out issues, one such meeting taking place within just a few days. Officials and consuls crowded the already small hallways to speculate on what the "locals and Pubs" might throw around, despite the fact that only a tenth of them would be in attendance. Every room was occupied with meetings, some quiet, some not so quiet, most likely to make plans for cleaning up before the big days. A handful of sith diplomats took over the tiny cantina to brood over the possibility of jedi diplomats showing up, and how many there would be. Aides shuffled around with mountains of datapads, harried and sleep-deprived. An agent lingered in a forgotten corner, putting the finishing touches on the secretarial attire she had donned in lieu of the day's events.

Aliana's own meetings passed by in a tedious but otherwise uneventful manner. The day's schedule allowed for little posturing on the part of Imperial officials, so that by the time all business was done, only a few hours had passed.

In between the tedium was the usual sneaking around, though during such a busy time most people tended to look the other way in the automatic assumption of: whatever is being done is done for the benefit of a clean Imperial record.

Just before walking into her second meeting, she hit "send" on her wrist-comm.

Directive: Investigation of Lord Quiliu

Reason: Treason. Supposed Republic sympathies.

Last Known Location: Manaan, Imperial Embassy

Outline: Lord Quiliu ascended in rank five years ago under suspicious circumstances, a claim made by his dead master's allies. Nothing was proven and he inherited the bulk of his master's estate and responsibilities, both of which he saw to with care. He gained access to circles of sith with influence in Manaan issues, likely to add to his own power. Small incidents of missing goods and manipulation of stocks occurred after. Nothing unusual, could be numerous other factors, but the shipping manifests over the years chart a subtle but steady increase in missing goods parallel to his presence on the planet, or the presence of men he trusts. Those he trusts are few in number. Those involved on this planet the most are: Merca (Twi'lek, a trusted family servant, said to have a background in espionage [unconfirmed]), Kasian Parn (corporate business man, numerous arrests on suspicion of sabotage and theft but few convictions). Lord Quiliu has been sighted on Manaan in Grek without his trusted associates. Investigation is advised.
